The Odessa Regional Prosecutor’s Office has successfully prevented the misappropriation of over 80 million hryvnias from the budget. The case involved the Dachnen village council, which announced a tender for the major repair of a local lyceum that had been destroyed by occupant shelling.

Violations in Tender Procedures

In November 2023, the village council announced an open tender for the lyceum repair. However, the tender procedure was violated, and the selected proposal contained serious violations of legislation. Contract prices, inflated estimates of profit, and travel expenses were all found to be suspicious and did not match the tender documentation.

Prompt Action Taken

The Prosecutor’s Office issued a notice of violation and provided a deadline for the issue to be rectified. The village council promptly reacted by rejecting the latest tender documentation, resulting in the automatic cancellation of the tender.

Situation in Nikolaev

In a similar situation in Nikolaev, the Infrastructure Reconstruction Service rejected all proposals for the construction of a transport interchange due to violations in the tender documentation. None of the three companies’ proposals were accepted, leaving the project without a winner after the first attempt.
